1 - Go to https://steamdb.info/ and find the game you want to buy, then go to prices and check the cheapest country
2 - Create a steam account in that country using a VPN
3 - Buy the game, you can do this by using a Steam Gifcard (you need to pay an fee if buying the gc from online stores
like eneba) or using a VCC from the country of the account
