Help! How can the balance of the credit card be checked from the credit card information?

I wish you a good day. I have a question. How can the balance of the credit card be checked from the credit card information, but only (16-digit number, date of use and CVV number? On which platform can this be done? Only with the credit card number, date of use and CVV number? i.e. without name on card, postal code, etc. And only from the basic information of the credit card, how and where to transfer the money available on the balance?
