Need advice to modify vivotech 4800 card reader

i recently purchased a vivotech 4800 card reader, and i have seen where people have put them in bags and hook them up to a battery and bluetooth transmitter and then it reads peoples cards and saves the info on a laptop or phone. how do i do that? im a newb
