No, it does not guarantee that if you do not know what bank security and how to deal with it, some banks only require OTP when first-time login only, which can be passed if you have live cookies; others require OTP with every transaction made, which in this case the cookies will not help; some do not require OTP when changing billing address, which makes cookies work in this case.
so every bank is different than the other and what you can do if you have the logins + cookies .

Paypal only requires OTP if you are doing transactions from a new device and may require OTP when logging in if you use a blacklisted proxy or IP that does not match the user location, so if you have a PayPal login + cookies + good socks proxy that matches the user location, it will work and make transactions most of the time.
