Are “hacked” pre paid catds/virtual pre paid cards a real thing, or are they just a scam you see a lot on the DW? If it is real are there tutorials on how to make pre paid cards/virtual with balances?

Long answer short , anything that is very easy to cash out and its for sale its a 99.99% chance a scam like ( Gift cards , cloned cards + pins , Wu/ MG / Cashapp transfers .... )

if your talking about verification when purchasing an item , it depends on the website and the bank - if the website has 2 step auth then is no escaping it - for certain banks they require auth for every purchase but some don't . to decrease the chance of being hit with the auth prompt is to use a proxy that is located within 20 meter radius of the cardholders address - so it doesn't flag fraud
